Dylan is joint director
of the newly formed National Entrepreneurship
Observatory for Wales and has recently
attracted the largest research grant
in the UK - £1.7 million –
to examine entrepreneurship in Wales.
The Observatory’s private sector
consultancy arm - NEO International
- has recently been invited to China
to consult with city municipalities
on the development of enterprise strategies.
For
the last five years, he has co-ordinated
the Global Entrepreneurship Monitor
for Wales – the main comparative
research project used by the Assembly
Government to develop
enterprise policies.

He
is also Deputy Director of the Centre for
Advanced Studies at Cardiff University and
Visiting Professor at the Turku School of
Economics and Business Administration in Finland.
He serves as Vice President for the UK for
the European Council of Small Business and
is also a member of the board of ESBA –
the European group of small firm representative
bodies such as the Federation of Small Businesses.
He
was previously Director of Entrepreneurship
at NEWI in Wrexham - where he attracted over
£1.5 million pounds in under twelve
months - and has held academic chairs at the
Universities of Bangor and Glamorgan, where
he generated and developed £14 million
worth of projects financed through European
structural funds.
Widely
recognized as one of the leading economic
analysts in Wales, he is a regular commentator
within the media with columns in both the
Western mail and the Daily Post and is in
constant demand for speaking engagements to
public and private sector organisations. He
has published over one hundred academic articles
within refereed journals, academic
books and international conferences, and is
the author of the best-selling textbook ‘Enterprise
and Small Business’, published by the
Financial Times.
He
is Chairman of Outlook Expeditions/Camre Cymru,
which has developed an extensive array of
adventurous and innovative outdoor programmes
for groups and individuals that are centred
on teaching principles like leadership, teamwork
and communication. He is also non-executive
director of V&A International, manufacturer
of the famous AnywayUp Cup and is also working
with a number of other small growing firms
in Wales through his role as director of the
Wales Fast Growth Fifty - the annual barometer
of entrepreneurial development within Welsh
SMEs.
In
addition, he serves in a number of public
roles within Wales and sits on the boards
of Finance Wales and the Entrepreneurship
Implementation Panel for Wales, as well as
the Business and Enterprise Group of the North
Wales Economic Forum. He has previously served
as Chairman of Community Enterprise Wales
and chair of the North Wales branch of the
Institute of Welsh Affairs.
A
native of Pwllheli, he currently lives in
Bangor with his wife Angela and has two beautiful
boys, Harri and Dafydd. He is a passionate
rugby supporter and is desperate to find more
time to play golf, preferably at his home
town of Pwllheli.
